Howard Winters, founder and chief executive officer of Payroll Solutions, a Las Vegas-based business providing human resources and administration needs to small- and medium-sized businesses, decided in late 1998 to relocate from Florida, where he had been living and working, to Las Vegas with the goal of founding a Professional Employer Organization (PEO) with purpose, core values and vision he felt appropriate for the industry he had grown to love throughout his career.

Filled with desire, he began Payroll Solutions on a church table in a rented house. Its first payroll ran April 1, 1999, and eight years later, the business has grown to employing more than 55 professionals who serve hundreds of clients and thousands of employees in Nev. and Ariz. The business has come to be recognized as the State’s leading professional employer as it continues to experience tremendous growth and success.

The Ontario native grew up in the Village of Cobden, a small town of 1,000 residents in the Ottawa Valley. His impressive career did not begin in the human resource industry. Rather, he began his career in the banking industry, spending three years there and eventually working at a branch located on a military base. The time spent on the base influenced him to join the Canadian Military as a direct entry officer. After receiving his wings, he flew Sea King helicopters off of Canadian destroyers in an anti-submarine role. Following a crash into the North Atlantic Ocean due to engine failure, Winters chose to end his military career and apply his Certified General Accounting designation (the Canadian equivalent of being a Certified Public Accountant) he had earned while in the military, to his career.

In 1984, Winters joined Xerox Canada and held numerous middle and senior management positions during his eight years there. Then, in 1991, Winters relocated to the U.S. to pursue his entrepreneurial spirit, founding Physician Management, Inc. in Pensacola, Fla. The company provided complete solutions to physicians so they may focus entirely on patient care. A component of Physician Management included taking care of the staff working at the physician’s office.

While searching for the best solution regarding the staff of the physician’s office, Winters stumbled into the world of human resources outsourcing, and immediately discovered a passion for that industry. Throughout his time in Fla., he worked in the industry and held ownership stakes in several entities.

It was at this point, in 1998, that Winters chose to devote his time and work to the human resources outsourcing industry and has worked to refine the services offered to employers through the PEO concept. In 2002, the company received the Governor’s Industry Appreciation Award. Today, Payroll Solutions represents the projection of his experiences and vision to the Las Vegas and Phoenix markets.

Winters is a member of the National Association of Professional Employer Organizations.

Winters attended the University of Guelph, earning a bachelor’s degree in American History. The constant philanthropist, Winters donates his time to the Poverello House, a non-profit providing daytime hospitality to homeless men. He served on its board for three years and is currently organizing it’s second Annual Poverello House Golf Scramble, a major fundraising event for the organization. He is the membership chair for the North Las Vegas Rotary and actively participates in it’s Happy Feet program, which purchases shoes and socks for at-risk children. Winters also donates his time to his church, St. George’s Anglican.

He resides in the Northwest’s Wyeth Ranch with his wife and business partner, Suzanne, along with the Vice President and Assistant Vice President, Morale, Jayke and Ozzie, the couple’s two golden retriever pups who also work at Payroll.
